Court could wave the imprisonment, if the person is willing and financially sound to afford the rehab, but... in US of fucking A rehabs cost a lot. So much so that for an average person it is financially more safe to go to prison for some time. If they actually go to rehab, they can grow into debt so deep that bankruptcy is the only option, which is a totally different way of ruining years of your life. It's just a financial choice and more often than not this meme will represent how fucked up a nation can be. In my country you can do rehab for about 7 euros a day, which is more of a symbolic gesture (usually lists as payment for a bed or daily patient cost).

Humans in general are opportunist, there is no rich vs poor bias. When the government captures a rich person committing a crime, they think “this is a good chance to cash in and get some government money” Meanwhile, what do poor people do when they are just slightly mishandled by rich people? Ding ding easy cash grab, sue them for easy money. This is just what humans do.

I am glad we don't send people to jail for drugs use, when you get a overdose you can go to the dokter or hospital without worrying you be jailed and criminalized. I can even get my pills or other drugs tested without prosecution.

Well, I think the idea is kinda obvious: rich people are more likely to use drugs for recreational purposes, while poor people are likely to sell them. And rich people have more social credit. I think it's mainly deserved.
